The master plan vision to 2030 was approved will upgrade many administrative territories of Hanoi and facilitates the large-scale process of urbanization. To be specific, Hanoi develops the urban cluster model, including the central city of 20 districts, 5 satellite cities (Hoa Lac, Soc Son, Xuan Mai, Phu Xuyen, and Son Tay) and groups of towns connected with each other by the highway system.
Ha Noi authorities on Monday officially announced the urban (historical inner) planning scheme which covers 4 districts: Hoan Kiem, Ba Dinh, Dong Da, Hai Ba Trung, will lay out the legal framework for the city to clarify construction projects, compose zone planning in detail, embellish urban areas, promote socio-economic development and attract domestic and foreign investment. The population will reduce from the current 887,000 to 672,000 by 2030.
To do this, Hanoi plans to implement many projects, which focus on population movement, site clearance for urban reconstruction, relocation of industrial establishments, universities, hospitals, and state offices, developing urban railway in the inner-city area, and building urban areas in the North of the Red River, the East of Ring Road 4 and satellite urban centers. According to the plan, construction works built in the old quarter are allowed to have 3-4 floors (12-16m high) while those built in the area around the Hoan Kiem lake and the surrounding area are not to be over 16m high.
